One possible answer would be the skills of these particular terrorists, and indeed their plan was nearly flawless in taking advantage of the shortcomings in the antihijacking countermeasures then in place. However, their execution was far from perfect. S. government and airline authorities in ways that could have—and perhaps should have—exposed their plot. S. immigration system and the fact that two were on the State Department’s terrorist watch list (which the FAA had not been made aware of), seven of the nineteen were identified by the FAA’s CAPPS as potential threats to civil aviation based on their ticketing information, and an eighth (the ringleader, Atta) was selected for extra security attention through CAPPS’ random selection feature.

Airliners who were determined and highly motivated, and therefore largely immune to whatever “deterrent” value was possessed by the civil aviation security system, who escaped notice in FAA Security Directives (which essentially supplied the pre-9/11 “no fly” lists for the air carriers),11 who used as weapons items with a metal content less than that of a handgun, and who did not conform to the traditional, nonsuicide hijacking paradigm were likely to succeed. Why Did the System Fail? Having considered the civil aviation security system’s history and major features, we can now return to the central question posed at the outset: Why did that system fail on 9/11?

A second potential answer as to why the aviation security system failed on 9/11 would be the security shortcomings of particular components of the system. However, the 9/11 Commission found no evidence that specific airports or airlines were targeted by the terrorists because, based on all of the performance results it examined, nothing stood out about any of them on the only level that really mattered: the security layer of checkpoint screening.
